For the purpose of this title, certain terms and words are hereby defined as follows: words in the present tense include the future; words in the singular include the plural and words in the plural include the singular; the words "shall" and "must" are mandatory and not discretionary. The following words, when applied in this title, shall carry full force when used interchangeably: lot, plot, parcel, or premises; used, arranged, occupied, or maintained; sold or dispensed; construct, reconstruct, erect, alter.
