18.12.040 Evaluation of amendment requests.

When considering an application for amendment to the provisions of this title or the official zoning map, the planning board and city council shall be guided by and give consideration to the following:
A. Whether the new zoning was designed in accordance with the master plan;
B. Whether the new zoning was designed to lessen congestion in the streets;
C. That historical uses and established use patterns and recent change-in-use trends will be weighed equally and consideration not be given one to the exclusion of the other;
D. Whether the new zoning will secure safety from fire, panic, and other dangers;
E. Whether the new zoning will promote health and general welfare;
F. Whether the new zoning will prevent the overcrowding of the land;
G. Whether the new zoning will avoid undue concentration of population;
H. Whether the new zoning will provide adequate light and air;
I. Whether the new zoning will facilitate the adequate provision of transportation, water, sewerage, schools, parks, and other public requirements;
J. Whether the new zoning gives consideration to the particular suitability of the property for particular uses;
K. Whether the new zoning was adopted with a view to conserving the value of buildings;
L. Whether the new zoning will encourage the most appropriate use of land throughout the municipality. (Ord. 523 § 1(part), 1989)
