All public improvements required under this title and the conditions imposed by the city council at the time of approval of the preliminary plat shall be completed prior to the approval of the final plat. However, the city council, at its discretion, may allow a subdivider to defer completion of required improvements. The following procedures and requirements shall apply, unless the completion of improvements is deferred. (Ord. 588 § 1(part), 1996)
