Any use, arrangement or construction not in compliance as authorized by permit, shall be deemed a violation of these regulations and punishable as provided in Section 15.28.230. An applicant is required to submit certification by a registered professional engineer, architect, land surveyor or other qualified person designated by the floodplain administrator that finished fill and lowest building floor elevations, floodproofing, hydraulic design, or other flood protection measures were accomplished in compliance with these regulations.
