These regulations do not imply that areas outside the delineated floodplain boundaries or permitted land uses will always be totally free from flooding or flood damages. These regulations shall not create a liability or cause of action against Columbia Falls or any officer or employee thereof for flood damages that may result from reliance upon these regulations.
