The permit required by this chapter shall be obtained by filing with the owner or agent of the owner of the building desired to be moved, or by the contractor or other person who will do such moving. Such application shall show the size, structure and general nature and character of the building desired to be moved, the name of the owner thereof and of the persons who will do the actual moving, the place of location from which and to which such building is to be moved, and the route to be followed, and the date when it is desired to move it and the estimated time of completion of the work.
