Any person, firm or corporation residing either inside or outside of the city who shall wilfully turn-on the water line for a new service connection, or turn-on the water line after the same has been shutoff by or under the direction of the city or who shall unlawfully take water from the water system, shall be guilty of a misdemeanor.
