13.04.090 Deposits-Generally.

A. The following types of consumers shall be required to make a deposit.
1. Renter. Where the owner has entered into a landlord agreement allowing an account in the name of the tenant and the agreement requires the utility to collect a deposit. The deposit shall be in accordance with the rate schedule for renter deposit.
2. Temporary User. A temporary user of water shall make a deposit that shall be returned upon discontinuance of use and payment of the bill. Such deposit shall be as set forth under the rate schedule.
B. Claim on Deposit. The utility may apply the deposit toward payment of any delinquent bill. Where the deposit is insufficient to cover the bill, the utility shall discontinue service to the connection until all charges are paid or a payment agreement is established, and the deposit returned to the required amount.
C. Refund. Deposits shall be refunded upon discontinuance of service, less the amount of any unpaid water bills. If the refund is under five dollars, a refund will not be issued. If the amount due is under five dollars, the city may pursue collection. (Ord. 653 § 1(part), 2004)
