City shall pay for the costs of all work, improvements and maintenance, as specified in Section 12.44.020, in the following manner:

A. Commencing with the fiscal year 1987-88, and each fiscal year hereafter, so long as the street maintenance district remains in effect, council shall, not later than the second Monday in August of each year hereafter, determine and estimate, as near as practicable, the cost of maintenance within the district for each particular fiscal year. The budgeted cost of maintenance within the district for that particular fiscal year shall be assessed against the entire district in the following manner.

B. Each lot, tract or parcel of land within the district shall be assessed for that part of the maintenance cost for the entire maintenance to be performed within the district in that fiscal year, which its area bears to the area of the entire district, exclusive of streets, avenues, alleyways, public ways and public places.

C. After hearing on the resolution setting the cost of maintenance for each fiscal year, and the manner of assessing the same, the special assessment levied to defray the proportionate share of the maintenance work shall be levied against each lot, tract or parcel of land within the district.
