Applications for such permits shall be made to the superintendent of public works and shall describe the location of the intended excavation or tunnel, the size thereof, the purpose therefor, and the person, firm or corporation to do the actual excavating work, and the name of the person, firm or corporation for whom the work is being done, and shall contain an agreement that the applicant will comply with all laws and ordinances relating to the work to be done. It shall be a precondition to the grant of any such permit that the applicant have a license to do business in the city under Chapter 5.04 of this code, or furnish proof that he is exempt from that chapter.
