12.28.060 Failure to comply-Lien upon property.

If the owner of any lot fails to comply with the provisions of this chapter, the city manager is hereby authorized to contract for the removal of any such snow and ice from such sidewalk and the city may pay for the same. Prior to entering into such a contract, the city shall provide ten days written notice, by certified mail, (the time period to begin running on the date of mailing) to the property owner, advising him or her of the city’s intention to so contract, and enclosing a copy of this chapter. Only one such notice shall be required to be mailed in any calendar year. The amount so paid is a lien upon the lot and may be assessed and collected along with all other taxes and assessments against the property or otherwise recovered against the owner by a suit before any court of competent jurisdiction.
