In the event that snow and/or ice on a paved sidewalk has become so hard that it cannot be removed without the likelihood of damage to the sidewalk, the person or entity charged with its removal shall, within the time mentioned in Section 12.28.020, cause enough sand or other abrasive to be put or placed on the ice or snow on the sidewalk to make travel thereon reasonably safe, and shall, as soon thereafter as weather permits and ice and/or snow has softened, remove the same.
