When any sidewalk or curb is constructed by or under the direction of the council, payment for the construction thereof shall be made by special warrants in the form prescribed in this chapter, drawn against a fund to be known as "Special Sidewalk and Curb Fund," which shall bear interest at the rate of six percent per annum, and the council may provide for the payment of such interest annually.
