Any sidewalk or curb which now is or may hereafter by reason of deterioration or otherwise in the opinion of the council, be dangerous to the public safety may be by them condemned and may be by them removed, and on order of the council be repaired or rebuilt with such material and in such manner as the council may direct, and the cost thereof may be assessed and collected as a special assessment against the lot.
