This article shall not be deemed to require the removal of any building, wall, fence, structure, hedge, shrub, or tree which is in existence at the time the ordinance codified in this article takes effect, but when such building, wall, fence, structure, hedge, shrub, or tree is torn down, destroyed, or removed, the same shall not be replaced except in conformity with this article.
