The provisions set out in this article shall not be deemed to change, amend, alter or repeal the provisions of any existing zoning ordinance, building ordinance, or any other ordinance of the city. The limitations provided by this article shall be in addition to the limitations provided by such other ordinances, and where the provisions of any other ordinance shall concern the same matter as this article, the ordinance which is stricter in its application shall govern.
