From and after the effective date of the ordinance codified in this section, no person shall erect any building, wall, or fence, or plant any hedge, shrub, or tree any closer to any alley in the city than five feet without the specific consent of the city council, given at a regular meeting or a special meeting called for the purpose and duly entered in the minutes of such meeting.
