No person shall place or deposit any boxes, barrels, fuel wagons, cars, sleighs, or other encumbrances upon any street, alley, sidewalk, or public place, within the limits of the city except in accordance with the provisions of this code respecting building permits. (Ord. 5 Art. 3 § 6, 1909)
