A. The operator of a snowmobile who operates his vehicle upon a public highway, street or roadway when allowed to do so under the provisions of this chapter shall have in his possession a license to drive a motor vehicle as required by the state.

B. No snowmobile may be operated on public lands, highways, street on roadway when allowed to do so under the provisions of this chapter by any person in the city unless it has been registered and there is displayed in a conspicuous place on both sides of the cowl a decal as visual proof that the fee in lieu of property taxes has been paid on it for the current year.
