It is unlawful for any person to ride skateboards, roller blades or roller skates upon any parking lot open to the public, at any time, within the confines of the corporate limits of the city if the owner of such a parking lot (if not owned by the city) shall (A) file with the chief of police a written authorization empowering police officers to abate the use of such skateboards, roller blades or roller skates, and to make arrests of any person riding such devices and (B) prominently display a sign or other notice upon such parking lot prohibiting the use of such skateboards, roller blades or roller skates.
