Any person convicted of violating the provisions of this article shall be punished by a fine not less than ten dollars and not exceeding fifty dollars. Any police officer of the city is authorized to remove or have removed any vehicle from a parking space designated for use by physically handicapped persons, if a vehicle parked therein is parked in violation of the provisions of this article.
