If the owners of private property, including private parking lots within the city, who have agreements with the city for enforcement of traffic rules and regulations upon that private property, designate motor vehicle parking spaces for use by handicapped persons only, then the city police of the city shall enforce the provisions of this article relative to those specially designated parking spaces for operators of vehicles parked therein who are physically handicapped.
