Traffic lights shall be in operation at hours and times as the chief of police of the city shall determine to be necessary for the proper control of traffic in the city. No uniform period of operation is necessary for the operation of all such traffic lights, and shall be governed by the requirements of traffic. It is not intended hereby to limit or restrict the discretion of the chief of police of the city as to time of operating such traffic lights, but to furnish a general guide only. Whenever a traffic light is not in operation, it will then be controlled by the appropriate provisions of this title. (Amended during 1986 codification; Ord. 195 § 2, 1955)
