No person within the fire limits of the city shall leave or keep straw, hay or other combustible fodder in open stacks or otherwise than securely covered from fire nor shall any owner or occupant of premises within the limits allow piles or quantities of open or broken packing, boxes, paper, or straw to accumulate in or on any part of such premises. Any person who shall violate either provision of this section, or who shall refuse to take care of any such hay, straw, or combustible rubbish after being notified so to do by the chief of police or other town officer shall be fined on conviction thereof not more than fifty dollars.
