All containers stored or emplaced out of doors shall be placed upon racks, stands, or decks of suitable masonry, wood, or metal construction, and with a bottom decking which will raise the bottoms of refuse containers at least six inches above the underlying ground. (Ord. 256 § 4, 1964)
