All owners, tenants, lessees, and occupants of premises in the city who shall store garbage, ashes, or refuse outside or out of doors prior to the collection and hauling away of the same by any person engaged in the business of collecting and hauling of garbage, ashes and refuse, shall furnish refuse containers for such pre-collection storage. Refuse containers shall be maintained in good condition. Any container that does not conform to the provisions of this chapter or that may have ragged or sharp edges or any other defect liable to hamper or injure the person handling the same or collecting the contents thereof shall be promptly replaced upon notice.
