In case any such nuisance shall be in, upon or about any vacant or unoccupied lot, tenement, or structure owned by a nonresident having no agent living in the city, the council may by order direct the chief of police to abate such nuisance, which shall be done at the owner’s expense and the cost thereof shall be recovered in a civil action against such owner and his property sold to satisfy any judgment recovered.
