Any horse or other animal which shall be found in any street, avenue, or other highway of the city, contrary to the provisions of this chapter, shall be subject to all laws and ordinances heretobefore provided for animals astray or running at large, and shall be impounded by the poundmaster, cared for, and sold or delivered to the owner thereof as heretofore in this title is provided.
