It shall be unlawful for any person or persons, any business association, including a partnership, corporation or other form of business, to conduct a retail business within the limits of the city or within its jurisdictional area, offering for sale, either for consumption on the premises, or for off-premises consumption, any alcoholic beverages including beer, table wine, and liquor which shall include all alcoholic beverages other than beer or table wine, without having first obtained, and displaying on the premises, a license from the city authorizing the sale thereof.
