Upon receipt from the finance director of the application, with the certification that the required fees have been paid, the clerk shall issue the license to the applicant, upon the finding by her that the application is proper and that the applicant is entitled to a business license. Prior to the issuance of the license, after receipt of the application, the clerk may cause an investigation to be completed by city to determine the eligibility of the applicant for a license. In connection with the investigation, which may be required, all information received by the clerk is to be held in strict confidence by her, and shall not be subject to public inspection.
