Each fiscal year hereafter, the city manager shall have the authority to provide that an aggregate maximum of ten percent of the monies received from and as a part of the city’s all-purpose mill levy may be placed in any or all of the city’s capital improvement funds, to be earmarked for the purposes set forth in this chapter.
