In addition to the five percent maximum permitted from the all-purpose mill levy, city council, in each fiscal year hereafter, shall have the authority to earmark and designate Federal Revenue Sharing Funds for expenditure in the capital improvement program funds, so created, for the specific purposes of the funds. Thereafter, those Federal Revenue Sharing funds shall be used and expended only for such purpose or purposes, and used and expended within the revenue sharing guidelines. (Ord. 482 § 4, 1986)
