The city council shall have the authority to fund its capital improvement program to the fullest extent allowed, and in the manner provided for, by state law. This determination shall be made by the city council by resolution, to be earmarked for the replacement and/or acquisition of property, plant or equipment as designated by the council, pursuant to the purposes for which each separate fund has been created. Thereafter, those funds so earmarked and designated by the council shall only be expended for such purpose or purposes. (Ord. 637 § 1, 2002: Ord. 482 § 3, 1986)
