It is the purpose of the capital improvement program that all funds or moneys paid into the separate capital improvement funds, as set forth in Section 3.04.090, shall be devoted solely for the purposes of each particular fund, as set forth in Section 3.04.090, for the replacement and/or acquisition of property, plant or equipment costing in excess of five thousand dollars, and with a life expectancy of five years or more.
