In order to secure the prompt payment of the principal, or interest, or both of any bonds or warrants issued in payment of the improvements made in any special improvement district created after the enactment of Chapter 24 of Laws of Montana of 1929, including such special improvement districts as may be hereafter created, there is created and established in the city, a special fund to be known and designated as the "special improvement district revolving fund.
