Immediately upon notice of appointment, the commission shall meet and organize by electing one of its members chairman, and another of its members as secretary, each of such officials to hold such office for the period of one year, or until the election and qualification of their respective successors. Vacancies occurring in either of such offices shall be filled by the election of a new officer to serve the balance of the term of the person ceasing to be such officer. (Ord. 188 § 5, 1954)
