Whenever the manager shall deem it necessary, he may employ such number of special policemen as in his judgment the needs of the city require. Persons so employed shall take the same oath prescribed for other city officers, and shall have and exercise the same powers as regular policemen, and receive the same compensation therefor; provided, however, that employment shall not continue longer than ten days, without special order so authorized by the city council. The mayor shall have power, also, to appoint special policemen, who shall serve without pay, and who shall, upon taking the same oath prescribed for other city officers, have and exercise the same powers as policemen.
