The city shall adopt a code of ethics. Every city officer, elected or appointed, shall be subject to this code, in addition to the provisions of state law that prohibit conflicts between public duty and private interest. All officers and employees shall be subject to the provisions of state law and the council rules of procedure prohibiting an interest in any city contract or in sales or purchases by the city.
