1.08.050 Readings.

A. All ordinances presented for consideration shall be read in full at least once before final passage and approval and unless further reading is formally waived, by motion to such effect, the same shall be read three times, as follows:
1. First reading, on presentation to the council;
2. Second reading, on report back to the council by ordinance committee;
3. Third reading, on final passage, after consideration and amendments.
B. Any reading required by this chapter need not necessarily be a verbal reading, but may be of such form as the mayor, or the president of council acting in his stead, may determine and direct, provided only that it be of such form as to insure that each member of the council present at the meeting shall be fully cognizant of the provisions to be voted upon.
